Not Windows only

As you can see here: http://wiki.lazarus.freepascal.org/Lazarus_Resources#Checking_you_have_windres this is not windows-only, though you do need a "windows" resource compiler, it's generally available on *nix (Linux, FreeBSD, OSX, probably Solaris, AIX as well).
