To make your program appear in the Recently Used Programs List on the Windows Start Menu after being loaded at least once, your application must have a shortcut on the Desktop, in Quick Launch or in the Start Menu, etc. Windows only adds programs that have a shortcut.

To prevent your program appearing in the Recently Used Programs List on the Start Menu, simply don't create any shortcuts to your program.
